Cook Inlet experienced an unprecedented glut of salmon. So much so that canneries could not begin to handle the harvest. Governor Egan negotiated with Japan allowing their processor ships to enter the Cook Inlet. Under conditions laid down by Governor Egan, the Japanese paid fishermen the prevailing Cook Inlet price for their salmon and could purchase only those fish which could not be handled by local canneries.
